Paul has an extensive background in senior roles in the Voluntary and Public Sectors as an Executive and Non-Executive.
He is currently a Non-Executive Director at the Central & North West London NHS Foundation Trust, an Honorary Visiting Professor at City Business School, University of London and an ACEVO CEO mentor. He was Chair of Contact a Family for six years to 2017 and Deputy Chair of the HealthCare Commission.
Between April 2013 and July 2024 Paul was Chief Executive of Lloyds Bank Foundation for England and Wales, one of the largest corporate foundations funding work just in the UK supporting around 700 small local charities tackling some of the most intractable issues in society like homelessness, domestic abuse, refugees and mental health. During this time the Foundation became acknowledged as one of the leading funders focused on social disadvantage, and a leading advocate for the 97% of UK charities with an income of less than £1m, including through his regular Third Sector columns.
Prior to that he had a career that spanned the voluntary and public sector and work in Social Care (Westminster/K&C), International development (DfiD/Sight Savers), Human Rights (Amnesty International), public health, professional and service regulation and health and social care (Quantum Care/Herts CC). He has been Chief Executive of Diabetes UK, the Health Development Agency and the Postgraduate Medical Education and Training Board and a Senior Civil Servant in the Department of Health heading up Public and Patient Engagement and Experience.
He has degrees from the Universities of London, Reading and Loughborough and a MBA with distinction from Warwick.
He was appointed an OBE in 2003 for services to people with diabetes.
