A capable and clever Irishman who has been brought in by Devon's War Agricultural Executive Committee to enforce the Government's orders that every farm maximises its food production. A blockade by German submarines is attempting to starve Britain into surrender by preventing its usual importing of food. But with almost all farm workers away fighting, those left argue that they are hard pressed to meet the demands of the State.
Hardy's nationality means he is exempt from conscription into the army, but he still has a battle on his hands when he challenges a local farm to improve its output. Meanwhile, he overlooks initially the potential in local heiress .
