Daniel Udoh scored an extra-time winner to send Shrewsbury Town into the third round of the FA Cup and end Oxford City's entertaining run.
Udoh's close-range finish at the start of the second period of extra time was enough to see the League One side squeeze past their opponents from the National League South.
City, who knocked League One Northampton out in the first round, were looking to reach round three for the first time in their history.
But they failed to deal with Scott Golbourne's cross that fell for Udoh to turn home his second goal of the season.
Both sides had a man sent off in the last 10 minutes of normal time after a clash between Shrewsbury's Aaron Pierre and James Roberts of Oxford.
On the balance of play it was a deserved victory in Steve Cotterill's first game in charge of the hosts, as it took some last-ditch defending to keep Oxford level for so long.
Shaun Whalley was sent through on goal only for Ben Gerring to make a nick-of-time tackle and twice Aaron Drew cleared off his line, from Marc Pugh and then Jason Cummings.
Cummings could have sealed the tie in the final minutes but slid his shot wide with the goalkeeper beaten.
Oxford's closest effort came through a header from Gerring in the second half but Salop goalkeeper Matija Sarkic made a smart save at his near post.
