In 1946 Clement Attlee and his Labour government began their social revolution. Aneurin Bevan introduced the National Health Service Bill proposing to nationalise the hospitals and surgeries and by weekly tax contributions, make their facilities available to everyone who needed medical attention. Jim Griffiths implemented the 1945 Family Allowances Act. The first payments were made in August to more than 2.5million families. He introduced the 1946 National Insurance Act which proposed that every woman between 16 and 60 and every man between 16 and 65 would be insured in sickness and in health and in old age. In January 1946 the first session of the United Nations General Assembly took place. It replaced the failed League of Nations. The number of international concerns was daunting. In May Attlee announced that India would become independent only for The Hindu Congress Party to reject Britain's proposals. The Moslem League wanted a seperate state that would be to the north of the Hindu territory to be known as Pakistan. This would not be resolved until 1947. Britain had problems in Palestine too many Jews wanted to go there and the Arabs were anxious. Britain banned more Jews from going to Palestine this angered the Americans. They demanded 100,000 Jews should be allowed into Palestine. The British withdrew their embassy staff.
