The idea of an elected mayor for Cornwall could be back on the table, the leader of Cornwall Council says.
A previous devolution bid for the duchy was abandoned last year because of a lack of public support for an elected mayor.
In a letter to local councils, Deputy Prime Minister Angela Rayner said the government would not impose elected mayors, but encouraged authorities to consider their advantages as part of further devolution.
Cornwall Council stressed it would put in a bid for devolution in its own right instead of working with other neighbours in south-west England.
Opposition councillors, including Liberal Democrat Colin Martin and Independent Julian German have spoken against the idea returning for a mayor.
And Dick Cole leader of the Mebyon Kernow and Green group on the council said that whether or not there is a mayor it has to be 鈥渕ore than tweaks鈥.
Labour Group leader Kate Ewert conceded that a mayor for Cornwall is something that needs to be put to the people.
The council previously said it was to submit a White Paper in September, outlining its plans for more devolution for Cornwall.

A leading UK infections expert has warned people in Devon and Cornwall to take Covid-19 precautions this summer.
Prof David Strain, from the University of Exeter's Medical School, said Covid rates in the South West were likely to increase over the summer holidays as more people came to the area and mixed with the population.
It comes as a new group of variants of Covid, collectively nicknamed FLiRT have emerged.
Prof Strain said the new variant and waning immunity were also contributing factors to Covid spreading in the region.

Cornwall has had success in competitive surfing this week. Three young surfers from Cornwall have helped Team England get a fifth place in the European Junior Surfing Championship.
Lukas Skinner from Perranporth scored a second place in a close competition in Portugal. Lola Bleakley from Sennen and Arthur Randell from Truro secured third and fourth places in their categories.
And a man from Cornwall has won a national championship after losing nearly a quarter of his upper body to a rare cancer.
Stephen Downes, 49, had previously been a stand-up surfer.
After a sarcoma cancer diagnosis, his entire right arm, shoulder, collarbone, three ribs and part of his chest wall were surgically removed.
He then decided to start kneeboarding - kneeling on his surfboard - and has now been crowned English kneeboard champion for two years in a row.
