Ukraine's President, Volodymyr Zelensky, has said he will establish a special team of international experts, lawyers and judges, to start investigating alleged Russian war crimes in Ukraine. He has accused Russia of deliberately killing civilians as its forces retreated from the areas around the capital, Kyiv.
