Can universal basic pay eradicate extreme poverty?
Should we give people a cheque for thousands of pounds each year, regardless of their wealth or background?
That's the advice the Scottish Government's been given in a report seen exclusively by The Nine.
Supporters of this so-called universal basic income claim it would improve health and well-being while removing the stigma of receiving benefits. But critics say it would make people less-inclined to work.
