Is a police investigation the right way for us, as a community, to respond to the Grenfell Tower effigy?

Five men have been arrested on suspicion of a public order offence in connection with a bonfire party which featured the burning of a cardboard model of Grenfell Tower apartment building in west London where 72 people died last year. Those setting fire to the model are heard laughing and sharing jokes about cardboard cut-out figures in the model shouting Help.
We ask the question - is it right to have a police investigation over this? Is it right, as a community, to do this?
