How should rail fare rises be calculated?
The Transport Secretary, Chris Grayling, suggested that annual pay rises for rail workers should be based on a lower measure of inflation. He wants future increases to regulated fares in England to be calculated using the Consumer Price Index, rather than the current, higher Retail Price Index.
