Community transport groups in Gloucestershire are warning that potential changes to the way they operate could be "devastating."
The not for profit organisations provide transport for vulnerable people - taking them to hospital appointments or the shops.
But the government is looking at making changes to the licences under which they operate and the qualifications drivers need.
There are fears it could cost services thousand of pounds - and put off volunteer drivers.
