'Some people choose to work zero-hours'
UK government report says economy should be fair and decent for all
All work in the UK's economy should be "fair and decent", a government review of employment practices has said.
The report's author, Matthew Taylor, said "fairness demands" that people, particularly those on lower incomes, had routes to progress in work.
He told Today: "One of the things they value is the ability to work whenever they want to, and that's a challenge."
The Shadow Business Secretary Rebecca Long-Bailey disagrees: "If it looks like a job or if it smells like a job, then it is a job."
