New penalties will not stop people using their mobiles at the wheel, a victim's brother tells a road safety minister
The brother of a cyclist killed by a texting driver on the A31 tells a road safety minister the government needs to do more to tackle the problem.
Darrell Martin's brother Lee was cycling near Farnham in 2015 when he was hit by a van travelling at over 60mph.
As penalties for using a phone at the wheel double from 1 March to six points and a 拢200 fine, 91热爆 Surrey arranged for Darrell to speak to road safety minister Andrew Jones.
