Phillips: Strictly always 'won by best dancer'

A varied range of abilities feature on Strictly Come Dancing, some contestants have absolutely no prior dance training while others are highly trained and skilled.

What does that dynamic mean in terms of the 'level playing field' of the contest, and also in terms of what this creates by way of a dance event?

Jill Halfpenny won Strictly in 2004 and Arlene Phillips is a former judge. They say that in the end 'it always works out that the best dancer wins'.
