Is Pakistan the 'mother-ship of terrorism'?

Indian Prime Minister Narendra Modi is reported to have described his country's neighbour as 'mothership of terrorism'. Now it's possible that what he said was lost in translation - but there's no doubting the clarity of his call for global action to stop what he calls the state sponsorship of terrorist groups and cells. Modi says that the ISI, Pakistan's infamous security service, harbours close links to terrorists and doesn't do enough to defeat them.
