Does the US lack leverage in Syria or does Obama not have the desire to intervene fully?

Exactly five years ago President Obama called on the Syrian President Bashir-Al-Assad to step down but today he is still in power. Syrian government warplanes have reportedly forced thousands of civilians to flee the city of Hassakeh in the north east of the country.
