Dodging train fares: Some without a train ticket have made a 'genuine mistake'
An independent watchdog, Passenger Focus, says that some with a train ticket have made a "genuine mistake".
It comes after operator London Midland said fare-dodgers are costing them nearly 拢7m a year in lost revenue.
