How will right to buy be paid for?
In 1980, Conservative Prime Minister Margaret Thatcher introduced "right to buy", which allowed people who live in council homes to buy them.
Last year, an extension of that scheme was announced by David Cameron, giving housing association tenants the chance to buy their home at a discount.
But as the first properties are about to go under the hammer, questions are being raised as to where the money to pay for it is going to come from, as Lewis Goodall reports.
