A "ray of hope" for Libya?
In December Libya's rival powers signed a peace deal to create a new power-sharing government. As the deadline for the formation of that government looms the UN envoy, Martin Kobler, tells Owen Bennett Jones why he's confident the agreement can bring stability to the country as it deals with - among other things - the growing presence of the Islamic State group.
