Mike Thomson in Caracas finds police and health services stretched to their limits, while airport staff can only watch as some of the country's talent flies away. And during New Delhi's sweltering summer, Anu Anand's finding the temperature rising at home, so found the idea of a long swim in a cool pool irresistible. Little did she know that just getting a membership application form would take 7 hours' queuing, a retired colonel's signature and enduring a near-riot ....
