HMIC inspectors say Northamptonshire police has the lowest arrest rate in the country for domestic abuse.
Northamptonshire Police has the lowest arrest rate in the country for domestic abuse, according to HMIC, the body that inspects the police. It also found that the force could not be sure that all victims are adequately safeguarded.
