US commander in Africa says not enough time was spent teaching "ethics and values" to Malian soldiers: They are accused of killing Arabs and ethnic Tuaregs as they advance north.

Can you teach ethics to soldiers trained to kill? General Carter Ham, the US military commander in Africa, says mistakes were made in training Malian troops now trying to oust Islamists from the north of the country. Human rights groups have accused Malian troops of killing Arabs and ethnic Tuaregs as they advance north. General Ham said Malian troops were given plenty of tactical training but not enough time was focused on "values, ethics and a military ethos".
