A cross-party group of MPs is strongly criticising the UK government for what it says is a "wholesale rejection" of recommendations to reduce drug deaths in Scotland. Among them was a call for a public health emergency to be declared as Scotland has the highest death rate from drugs than anywhere else in the developed world.
