The RSPCA behaved in a way which was heavy-handed and inappropriate when it put down a family鈥檚 pet cat in 2013, according to an independent review commissioned by the charity. Stephen Wooler is former chief inspector of the Crown Prosecution Service and was commissioned by the RSPCA to conduct an independent review of this case.
