The Citizens Advice Bureau says landlords of thousands of privately rented homes in England are putting tenants' health at risk by failing to keep their properties up to the legal minimum standards. The charity wants to give those who rent better rights, but some landlords say the law already makes it too difficult to get rid of nightmare tenants.
