The government is defending itself against allegations that it is stalling on the issue of introducing plain tobacco packaging in England.

Peter Allen and Sam Walker with the day's news and sport. The Government has moved another step towards bringing in plain packaging for cigarettes sold in England but not before another consultation. Pollution levels have continued to rise in some parts of southern England today. Official readings in London and the south east reached the highest level of 10 earlier. The chief inspector of Ofsted is calling for more school-based learning for children as young as two. Sir Michael Wilshaw says too many nurseries are failing to provide the right early years education.
