Nineteen years ago, the Lyme Bay kayaking disaster triggered laws that still govern outdoor activity centres today. But the future of adventure licensing is now in doubt after the UK government announced it wanted to abolish the legislation. Industry insiders in Scotland agree the current laws aren't fit for purpose. But will we see England, Wales, Northern Ireland and Scotland go in different directions? And what do parents think of deregulation? Euan McIlwraith investigates.
