Ministers have been advised to dock child benefit from parents if children play truant from school in England. But who should be punished the parents or the children?

The writer Caroline Jones says her decision to have just one child has led to accusations that she's putting herself before the happiness of a child which could grow up to be lonely. So are parents who decide to have just one child being selfish?
