Seven hundred sex offences were committed by teenagers and children under the age of 18 in 2008. In this programme, 91热爆 Scotland discovers that children as young as four are being accused of crimes of indecency. What makes them sexually abuse?

Walker uncovers the hidden stories of young sex offenders, and hears surprising appeals from the families of their victims. She also finds out how the closure of specialist units, waiting lists and patchy provision of treatment programmes means young sex offenders may not get vital support to stop them reoffending. Instead, the neglect may create more victims.
