Cameron and a Lords referendum

The prime minister is making it clear that he is open to a referendum on reform of the House of Lords even though he doesn't see the case "as a strong one".
I understand that David Cameron believes that calls from a cross-party committee of MPs and peers, from the Labour leader and many of his own backbenchers may be hard to resist.
This morning on the Today programme the prime minister said , externalthat "personally I don't see the case for a referendum as a strong one" before swiftly adding that "we shouldn't rule it out of hand".
