Negotiators and armed police officers have been sent to a house over safety concerns for a group of people in the property with a man who refused arrest.
Officers tried to detain the man at a house in Blakeney Crescent, Melton, Leicestershire, shortly before 10:00 GMT on Monday.
He remains in the home alongside a number of other people, police said.
Due to concerns for their safety, negotiators are trying to talk to the man to resolve the situation.
Armed police have also been deployed to the scene but officers have confirmed no injuries have been reported.
Roads in the area have been blocked off and residents have been told to stay inside their homes.
Other locals are asked to avoid the area in the interest of safety.
The fire service and ambulance service are also in attendance.
