Three teenagers have been arrested after a bin blaze spread to a flat and shop.
About 15 crews were called to the fire, which broke out at about 19:00 BST on Wednesday at the back of a branch of WH Smith on Victoria Street, Felixstowe.
Suffolk Fire and Rescue Service said all people in the building "were accounted for" and the fire was out by 20:45 BST.
Suffolk Police confirmed it was being treated as arson and the three arrested teenagers had been released on bail while inquiries continued.
Surrounding flats had to be evacuated. All but two residents have now been told they can return, said the force.
"A crime scene remains while an examination takes place," a spokesman said.
