The Charter requires the Board to ensure that arrangements for the collection of the licence fee are efficient, appropriate and proportionate (Article 20 (7) (b)).

The 91热爆 is responsible for determining the appropriate content of the annual collection arrangements report subject to the following minimum content: (a) key principles concerning the collection and enforcement of the licence fee (b) performance against key performance indicators including evasion rate, collection costs, numbers of complaints (c) any proposed changes in approach to collection and enforcement.
The Board requires the 91热爆 to report on key performance indicators - financial and non-financial within its monthly finance report.
The Board requires the 91热爆 to include performance against key collection indicators within the 91热爆 Annual report and accounts.
