Reconstruction and development:
Continuing violence makes reconstruction very difficult
Billions of dollars are being poured into Afghanistan.
The money is being used to turn people away from the Taleban and towards the Afghan government.
However, development aid is almost impossible to deliver where violence is still rampant.

Winning the hearts and minds of people in Afghanistan has been a key strategy of the international forces, whose aim is to persuade them that their lives will be better if they support the Afghan government and not the Taleban.
