In Ireland Sinn Fein set up an Irish Parliament, the Dail Eireann and Eamon De Valera was elected its President. The newly formed Irish Republican Army was too much for the Royal Irish Constabulary. Britain formed the notorious Black and Tans from ex-soldiers in support of the Constabulary.

• Proposed the League of Nations but could not convince his own Congress that it was in America's interests to join
