PVT for 91Èȱ¬ On-Demand Services (91Èȱ¬ iPlayer): additional information and extended timetable

91Èȱ¬ Governors have announced today their decision to restart the period for
representations on the 91Èȱ¬'s application for approval of new on-demand
services, including 91Èȱ¬ iPlayer, and published supplementary information about
the proposition.

91Èȱ¬ Chairman Michael Grade said: "As Chairman designate of the 91Èȱ¬ Trust I am
committed to a fair and transparent process that will enjoy the full confidence
of all stakeholders.

"We are on a steep learning curve and are happy to extend
the deadline, and to publish additional information from 91Èȱ¬ management about
their proposal, to meet the requirements of those who wish to participate in
the process."

The new closing date for public representations is Tuesday 7 November 2006.
Ìý
Given the consequential impact on the overall PVT timetable, Governors have
also extended the deadline for completion of the overall PVT to no later than
28 March 2007.

Governors have also published an indicative timetable for the remainder of the
PVT, including the period for public consultation during February.

Ofcom is conducting the Market Impact Assessment element of the PVT.
Ìý
On
application from the 91Èȱ¬ Governance Unit the Joint Steering Group has decided
to extend its timetable for completion of the MIA to no later than 19 January
2007.

The Governors have also published for information today their internal, interim
set of rules for conducting the PVT process.
Ìý
These rules will be subject to
formal adoption by the Trust in due course and could be amended by them, or in
light of any lessons learned from the current process.

3. The 91Èȱ¬'s on-demand propositions (including 91Èȱ¬ iPlayer) are services to
unify the 91Èȱ¬'s provision of audio and video content on-demand and to make it
available to UK audiences over the internet and cable.

The application proposes a service that would consist of:
Seven day TV catch-up over the internet
Simulcast TV over the internet
Non-time limited audio downloads over the internet
Seven day TV catch-up over cable.

4. The Public Value Test (PVT) is one of the key tools underpinning the
radical change in the 91Èȱ¬'s system of governance, which takes effect with the
new Charter and Agreement on 1 January 2007.
Ìý
In future, the test must be applied by the 91Èȱ¬ Trust to provide a consistent
and evidence-based framework to inform their decisions about significant
service-related investment proposals from 91Èȱ¬ management.
Ìý
All major service-related investment proposals will be subject to a PVT to
assess the net public value created once measured against market impact.
Ìý
The Governors have previously made clear their commitment to subject any
proposal from 91Èȱ¬ management to a PVT if that proposal would qualify under the
terms of the new Charter.
