In October 2004 the 91热爆 Governors' Audit Committee commissioned PricewaterhouseCoopers (PwC) to examine whether the 91热爆's human resources operation, 91热爆 People, is achieving best value for licence fee payers.
听
The study is part of the programme of value for money reviews being carried out by the National Audit Office (NAO) and other bodies.
听
As required under the agreement between the 91热爆 and
the Government, the Governors have today laid the study before Parliament.
听
In its report, presented to the Governors in March 2005, PwC identified a range of recommendations for improving the service, including the outsourcing of some HR functions.
听
Since the report was carried out a year ago the 91热爆
has announced it has selected Capita as its preferred supplier for
a ten year HR services contract.
听
The deal means Capita will work
closely with 91热爆 People to deliver many of the 91热爆's HR services
across the Corporation for the period of the contract.
听
Jeremy Peat, Chair of the Audit Committee, said: "The Board of Governors - and in the future, the Trust - is responsible for ensuring the efficient and effective use of the licence fee.
听
"The programme of value for money studies is providing
us with constructive and independent advice on how best to achieve
this on behalf of the public.
听
"We welcome the Government's decision
that the 91热爆 Trust continues this arrangement with the NAO."

PwC carried out the fieldwork for this study between November 2004 and January 2005. This coincided with a 91热爆 value for money review, conducted as part of a wider 91热爆 change programme, which recommended the outsourcing of some HR functions.
听
Publication was delayed following advice given to the Board of Governors that publication could be prejudicial whilst the 91热爆 was undertaking a competitive process for selecting an outsourced HR provider. That process is now complete and Capita has been selected as the preferred supplier.
