Nick Clegg claims credit for further Welsh devolution

More devolution for Wales "would not have happened" without the Liberal Democrats, their UK leader has told the party faithful.

Earlier, Nick Clegg and David Cameron set out plans for minimum funding for the Welsh government, powers over energy and the assembly's affairs.

Afterwards, Mr Clegg told the Welsh Lib Dem spring conference rally the plans were a "step towards 91热爆 Rule".

He also pledged 拢450m more for Wales due to Lib Dem English NHS plans.

The party is promising to spend around 拢8bn more on the NHS in England if it is in government after May's election, meaning more funding for Welsh ministers under a Treasury funding formula.

The deputy prime minister also took a swipe at his coalition colleagues in Westminster.

"Make no mistake, this would not have happened without the Liberal Democrats - giving away power does not come naturally to the Conservatives," he said.

Liberal Democrat sources say they are prioritising holding on to the three seats they won at the 2010 election - Cardiff Central, Ceredigion and Brecon and Radnorshire - as well as regaining the Montgomeryshire seat they lost to the Conservatives.
