Two police officers avoided injury during the incident which happened on the Brookmount Road at about 02:15 GMT.
The man has been charged with a number of offences including attempting to cause grievous bodily injury by dangerous driving.
He is expected to appear before Omagh Magistrates' Court on 27 February.
A second 22-year-old man has been released on bail to allow for further questioning.
'Contemptible' attacks
It comes after a series of attacks against police officers in recent days.
The Police Service of Northern Ireland said 25 officers were injured while on duty during a 24-hour period at the weekend.
Justice Minister Naomi Long has described the attacks as contemptible.
She added there are plans for new laws "to increase the maximum sentence for such attacks".
