The incident happened between 01:00 and 01:30 on Sunday after the girl was approached by a man in the Cowgate area.
Police said the suspect was about 20-years-old, white, of slim build and average height.
He was wearing a beige or khaki jacket, a black T-shirt, dark trousers and light brown boots.
Officers are reviewing local CCTV and conducting door-to-door inquiries in the area.
The girl is currently being supported by specialist officers.
Det Insp Graeme Wishart said: "We understand that incidents of this nature can cause concern for the local community, but please be assured we are doing everything we can to identify whoever is responsible."
