German Spy/Agent/Ambassador in Montevideo.
Captain Langsdorff is on the left in the photograph of the German officers. My husband thinks the man in the suit is the German Ambassador. Uraguay was a neutral country and this man spied on the British, reporting British shipping movements back to Germany.
