Bus station in Blackwood
caught my eye.
The tale it tells can be summarised as follows: A councillor wants to find out why a new bus station has been delayed. He makes an FOI request for relevant documents, but it's too wide-ranging and goes over the cost limit, so the council tells him he would have to pay £1,500 to have his FOI request answered. However, as he's a councillor he may be entitled to have the information for nothing under the 'need to know right' - BUT only if he promises to keep it secret.

Dear Sir,
Are you sure the council isn't composed of expatriots from the US government? That thinking would be in line with any American poltician.

Would it not be possible for the Councillor to make a request as a Councillor, receive the information confidentially, then make a FOI request? The Council can only charge under the Act for the cost of fulfilling the request, and as the information will by then already have been compiled, there will be little for them to do to fulfil it.
