The straitjacket - and this is an original one from Ruthin Gaol - was used to restrain prisoners who were violent - towards themselves as well as others. Prisoners, perhaps driven mad by the Dark Cell, or with a grudge against the warders, or another prisoner, would find themselves restrained and flung into the padded cell.
